macros disabled

After rebooting, I can't run the VB macro that I was working on right before
the reboot.  I get an error dialog from VB that says

"The macros in this project are disabled.  Please refer to the online help
or documentation of the host application to determine how to enable macros."

Well, I looked all over and couldn't see what I was doing wrong.  I set
Outlook's Tools->Macros->Security level to Low (though I don't think I had
to do that before!).  I tried exporting my personal digital certificate and
importing it into at the trusted root store.

Any ideas?

I am using Outlook 2000.

(I'm a newbie at VB, so am quite willing to believe that I missed something
obvious.)

Well, I have no idea what happened, but when I fired everything up this
morning (cold start), the "macros disabled" message didn't appear.  Odd.
