There appears to be a difference between Visio 2000 and Visio 2002 in the
"SendToBack" method.

I drop a shape onto a page and then immediately issue a SendToBack. (I
needto because this shape is dropped on top of another shape already on the
page).

Under Visio 2002 this works just fine.
Under Visio 2000 this results in an exception. Visio says "Operation
currently disabled." in the error text.

I am at a loss as to why the SendToBack is disabled.

Any ideas where to look?
